An attendee can decline the registration invitation if you sent the invite to them.
For instructions on how to send an invite, click here.
When you invite a person to the event, they will receive an email to view the event and register. If they choose to decline, they can press Decline on the event schedule.
Once they press Decline, they are able to change their response at any time.
You can see who has declined by going to your meeting's Invite & Manage Attendee's page and view who has accepted, pending, and declined.
